MODERN METHODS AND MEANS OF EFFECTIVE CONTROL IN MINES TOWARD ECOLOGICAL AND INDUSTRIAL SAFETY

Modern mining enterprises are complex natural-technical systems, accident-free operation of which is impossible without integrated methods of obtaining information about their condition. The valid regulatory framework indicates the necessity to monitor the exploitation of solid minerals; however, the analysis showed that nowadays design and deployment methods of integrated monitoring for standard mining industry facilities are absent. Monitoring structure is defined by deposit type, geological conditions and based on analysis of industrial, societal, material, environmental risks and other factors. At that, the primary aim is — analysis of accident risk, establishment of hazard level of hazardous production and its components for timely warning the risk of harm to life, human health, harm to animals, vegetable life, environment, homeland security, property of natural persons and corporate property, state-owned or municipal property, threat of technogenic accidents and emergency situations.
The experience analysis in implementation of monitoring systems at mining enterprises and the contemporary regulatory framework show that qualitative information support of geotechnology will be able to significantly reduce accident risk and minimize societal and economic losses. Building of industrial safety management system at mining enterprise should be based on accident risk assessment and its implications unit, exercise of state control (supervision) and municipal control.
