METHODOLOGICAL EVALUATION CRITERIA FOR CONTRACTOR PERFORMANCE WITH REGARD TO ECOLOGICAL INDEXES

The detailed analysis of basic criteria included in the evaluation of performance of contractors on capital construction of infrastructure objects at Gazprom, both at the stage of selecting a contractor and during operation, is implemented. The proper choice of a contractor provides observance of dates, cost estimates and performance standards, as well as, in the course of cooperation, governs advisability of continuation of cooperation between a contractor and Gazprom’s companies. The scope of the analysis encompasses 4 groups of criteria for the evaluation of contractor performance: (1) technical audit at the head office of a contractor; (2) technical audit at the site of a construction object; (3) general requirements of environmental control; (4) industrial ecological monitoring. Based on the implemented analysis, it has been proved that it is necessary to refine the criteria in group 1 by means of the roundup financial rating of a contractor in order to level discordant results of the parametric analysis—evaluation of financial position by point rating system and by formation of an integral index. The steady-state financial position of a contactor will contribute to the introduction of information and analysis systems based in GIS-technologies for managerial decision-making aimed at prevention of environment degradation, at nature restoration, environmental improvement at a capital construction site and at safe operation of the completed project.
