REVIEW OF PERIODIC EVALUATION OF WORKING ENVIRONMENT IN MINES IN THE REPUBLIC OF KAZAKHSTAN

In conformity with the legal system in the Republic of Kazakhstan, business working environment evaluation is undertaken once in five years. Based on the evaluation results, arrangements are developed to eliminate inconformity between the actual working conditions and the established standards. Despite the arrangements, the current level of occupational decease incidence and accident rate remains high in the Republic of Kazakhstan. For example, by the data of the Ministry of Labor and Social Protection in the Republic of Kazakhstan, by the end of the first half of 2018, 975 people suffered in accidents, while this figure was 1070 in 2017. By the end of 2017, 195 thousand people worked in the harmful environment in mining and 1660 thousand people in the whole industry. Mine personnel in the Republic is every day exposed to numerous harmful and hazardous factors. Some of these factors are inherent, the other factors can be eliminated by improving efficiency of arrangements based on the results of periodic working environment evaluation. This research aims to lower the level of accident rate and occupational deceases in mines in the Republic of Kazakhstan through effectivization of arrangements initiated after working environment evaluation in the industrial safety system. The research objectives are to reveal and analyze key factors of accident rate and occupational decease incidence increase in mines in the Republic of Kazakhstan, as well as to develop recommendations on improvement of working environment evaluation procedure. This article describes the analysis of accident rate and occupational decease incidence in the Republic of Kazakhstan. Although the occupational accident rate markedly decreases in the Republic, the trend of increment in the occupational decease incidence and accident rate in mines, the majority of which concentrate in the Karaganda Regions, remains high. One of the ways of improving efficiency of periodic working environment evaluation arrangements can be reduction of harmful and hazardous factors down to the established standards as well as complete elimination of recurring factors.
