Improvement of risk-oriented approach to industrial safety calls for effective production risk management. To this effect, it is necessary to develop a set of methods and means of production risk management such that to eliminate (mitigate) industrial conflict emersed in making, acceptance and implementation of decisions on occupational safety at the assigned efficiency of labor. Industrial conflict between the objectives of the production efficiency and safety dictates definition of targets and their values in both cases. The interaction between these objectives is logically described using an optimization model: the optimum is an intersection point of the axes characterizing efficiency and safety of a production process subject to maintenance of the preset efficiency and tolerable injury and accident rate. The optimization point ensures vanishing value of the industrial conflict probability. Using the model, scenarios of interaction and interdependence of the objectives are described at various stages of an industrial conflict: clash, compromise and complementarity. Sustainable coal production is impossible in the course of a developing industrial conflict. Thus, sustainable performance requires eliminating or localizing (mitigating) the contradiction between the objectives of the production safety and efficiency. In order to avoid the contradiction, production risk needs proper management based on control of hazardous industrial situations. The mechanism of production risk management, including methods and means of strategic (exclusion of hazardous industrial situation) and operational (monitoring of hazardous industrial situation) management will extenuate industrial conflict between the objectives of the production safety and efficiency.
