The article addresses the problem connected with prevention of coal and methane outbursts and methane safety of coal mining. The scale of outbursting in mines in Russia and abroad is described. The early studies of the problem revealed three mining-and-geological factors. In actual practice, it appeared that coal seams featured variety. The investigations into the molecular structure of coal are characterized. The theoretical modeling turns out to be schematic. The experimental results allow determining parameters of supermolecular structure of coal at magnification from 6 · 10to 2 · 10times. The advanced research findings of scientists from China and Russia are analyzed. These studies neglect molecular structure of coal and energy processes in coal seams. The goal, objectives and methods of the present research are set forth. The mechanisms of different characteristics of coal are justified. It is shown that the key factor influence coal properties are the chemical properties of water. In water with acidic properties and alkalinity, macromolecules with different sets of aromatic rings and functional groups are synthesized. In the periods of metamorphic transformations, the molecular structure of coal was preserved, while high natural methane content is associated with alkaline environmental conditions. An outburst-hazardous coal seam zone is characterized. The concept of the internal thermal energy of atoms is presented. It is shown that an outburst should be considered as a set of energy processes in a coal seam. These processes are for the first time described using the quantum theory laws. All processes in an isolated geological body took place under the action of the atomic electromagnetic radiation of the organic material. The mechanism of an outburst is composed of two processes. The first process begins when abutment pressure and strains increase in a seam. The second—energy—process occurs in the molecular structure of the seam. The force impact needs half as much energy to separate atoms from molecules. As the electromagnetic energy emanated by atoms grows, the bulk quantity and the kinetic energy of methane, as well as its temperature and the pressure in the seam increase, thus, probability of an outburst builds up. The theoretical and practical recommendations are given.
