In article also also practical aspects of economy of public sector are considered theoretical.

Understand the public sector representing, serving interests of all population as public sector of economy. A public sector is designed to represent the interests of society therefore it is accepted to call it public sector.

Forms of economic activity of the government in a generalized view can include: providing the legal base and the public atmosphere promoting effective functioning of market system; protection of the competition; income redistribution and riches; resource allocation adjustment; stabilization of economy, stimulation of economic growth.

Providing the legal base is reached by contents of the Civil code. The organizations which don’t have generation of profit as a main objective of the activities can be non-profit organizations as legal entities. Among forms of business of legal entities it should be noted organizations (state and municipal), autonomous nonprofit organizations.

For implementation of a separate form of economic activity of the government the Federal law «About Protection of the Competition» works. Elements of the law «About Protection of the Competition» in certain relations shall be applicable also to a field of activity of organizations and autonomous nonprofit organizations in certain areas of economic life of society.

One of mechanisms of an income redistribution and wealth is the legislation on the minimum wage and a subsistence minimum. For the first time in the regional level in Moscow the minimum wage is tied to a subsistence minimum.

It is noted that the mechanism of voluntary agreements guaranteeing optimal resource allocation (Coase’s theorem) can be used to conditions for which environmental pollution is compensated by a natural capability of the environment to self-recovery. It requires accurate distribution of the property right to modulation expenses, availability of the market (purchase and sale) of the rights to modulation expenses.

It is possible to refer also unreasonable deforestation for a construction of expensive highways to expenses of a modulation; inefficient activities of some categories serving in state-financed organizations.

Stimulation of economic growth can be provided with expected implementation of system of measures.
