THE ROLE OF PUBLIC-PRIVATE PARTNERSHIPS FOR ATTRACTING INNOVATIONS IN ENVIRONMENTAL ACTIVITIES AT MINING ENTERPRISES

In the current market conditions to achieve success only in the implementation of socially significant projects, it is necessary to combine the efforts of government and business. This should be a mutually beneficial partnership, cooperation on the development of the state, society and the economy as a whole.

At the present stage of development of the coal industry of Russia for a long period of economic recession has put many mining of coal on the brink of bankruptcy. In spite of existing investment, technological innovation and positive opportunities for the development of its production and economic activity of the coal industry is not fully capable of developing this potential on the basis of the existing normative-legal base defining the relationship between industry, banking (investment) sector and government.

For the implementation of the innovative development of mining industry in conditions of economic crisis proposed to identify «bottlenecks» in the system of economic and legal relations between miners and government, to implement effective innovation in the current conditions.

To reveal «bottlenecks» in the system of economic and legal relationships between industry and government developed a mechanism of selection of tools of public-private partnership characterized by comprehensive consideration of the conditions affecting the ability and efficiency of their application to specific coal mining company.
