INSTITUTIONAL MRM-CONCEPT – AN INSTRUMENT FOR THE HETEROLEVEL ECONOMIC OBJECTS STUDYING AND MANAGEMENT

Emergence and development stages of Mineral Resources Management Concept versions are overviewed, among them in particular those, that have been proposed and are being developed in the Far Eastern Branch of Russian Academy of Sciences Mining Institute. Mutually controversial «Universal and «Institutional» versions of this concept are compared. Institutional version is demonstrated to be sufficiently substantiated to serve as an instrument in investigating and managing the MRM processes at various organizational levels – transnational, national, regional, industrial, corporational, and operational. By similar universality is characterized the formalized institutional-functional MRM model, designed for corporational and adjacent organizational levels, which is being used as an instrument in investigating and managing heterolevel MRM economic objects. Based on the comparison of this model with some realized systems of effective MRM processes management it is demonstrated that its underlying ideas have progressive character, enabling it to anticipate the MRM processes further development.
It is widely used at the present time the term Mineral Resources Management (MRM), literally meaning «mineral resources», appears in many scientific, industrial, advertising publications. According to an approximate estimate of the author in English literature, he appeared in the third quarter of the XX century. At least as early as 1976 in Sydney, Australia has passed a symposium in which MRM discussed the state in developing countries.
A landmark event in the development of the said scientific and applied on-reign was the beginning of the publication in Poland in 1985, the magazine Gospodarka Surowcami Mineralnymi (Mineral Resources Management), is still the world’s only periodical, whose name coincides with the almost universally nyatym currently term. It is noteworthy that in the same year in Moscow published a cojoint work of the team of Soviet and Hungarian authors, in which the term appears mineralopolzovanie (MP), for an equivalent breadth of the English-speaking MRM.
