Analysis of the energy complex of the mining industry of the Krasnoyarsk Territory

Reliable and affordable power supply to solid mineral mining enterprises is a pressing task in a region holding about 70% of Russia's geological coal resources, the bulk of its copper-nickel and platinum-group metal reserves and 18% of national gold output. The aim is to analyse the current state and prospects of the energy complex of the Krasnoyarsk Territory for mining purposes. The methods include analysis of statistical data and utility reporting, a qualitative comparative assessment of power supply options for remote consumers, and cross-regional comparison against a formalised set of attributes. The regional system splits into three contours with fundamentally different economics: a centralised zone within the Interconnected Power System of Siberia dominated by hydro generation; the isolated Norilsk-Taimyr power district of 2,256 MW; and a decentralised zone where electricity costs 14 to 31 times more. The novelty lies in zoning the energy complex by type of grid connectivity and by the economics of power supply, which yields zone-specific criteria for energy development and for siting energy-intensive production. Comparison with foreign mining regions and sites of similar climate shows that none combines continuous permafrost, an isolated power district of gigawatt class, a hydropower base and metallurgical processing of global significance; foreign experience therefore applies element by element. The surplus of available capacity in 2017–2021 was 3,994.5 to 5,836.7 MW, and the preliminary region-wide resource of additional continuous load is estimated at 1.5 to 2.5 GW; the main potential constraint is network capacity and free supply centres in particular power hubs. Solutions differentiated by supply zone are substantiated.
