Development of mine personnel competences as a method to ensure occupational safety

Production safety is of great importance for the functioning of mines during transition phases. It is advisable to focus mine safety activities on reducing the level of production risk. Production risk management can allow abating the negative impact of external and internal factors of mining production and enable the required level of mine safety and efficiency, which is especially vital during transition phases in mining structurally complex deposits. Implementation of the risk management function in the production safety system is achieved by building the mining company competence framework (system) and by developing the personnel competences to correspond to this competence system. The article proposes the algorithm that includes three main stages: formation of requirements for employees to perform a specific function, assessment of the current competence of employees to meet these requirements, and development of personnel competences to the required level (set by the requirements). The results of this competences-based approach implementation in the mining industry proved its expediency. The competences-based approach actualized at the United Production and Transport Department of Kuzbass made it possible to supplement the algorithm of competence development with a compensating mechanism: insufficient competence of employees in terms of production safety and, in particular, risk management function is compensated by adjusting the competencies of managers and specialists. The implementation of this algorithm can ensure formation of a labor team capable of performing assigned functions at an acceptable level of risk.
