Effect of staff turnover on occupational injury rate in coal industry

The trends in the injury rate in coal mines of the Siberian Coal Energy Company are analyzed, and the statistics of staff turnover is described. The correlation connection between the staff turnover rate and the injury rate is determined, and the conclusion is drawn that the staff turnover has influence on the injury rate. The authors substantiate that the high rate of the staff turnover has an adverse effect on the stability of production processes and elevates the risk of accident, particularly among the newly hired employees, lacking full-fledge adaptation. A model of the main components is proposed for the further development of a fast adaptive training technology to reach some key objectives: determination of the level of competence and labor safety attitude of a newly hired employee, as well as formation and valuation of the required knowledge and skills of an employee at the initial stage, after short-term training. The model is oriented at the reduction of the period of ‘entry’ into profession and at the minimization of errors related to the human factor. The main procedures and tools used in training of employees in occupational health and safety are reviewed. Their usability in construction of a system for fast and quality introduction of employees in the production environment is determined. Finally, it is emphasized that incorporation of the proposed approach can help decrease occupational injury rate and enhance efficiency of personnel management at coal mines.
